Before Elias Khoury became a case, he was a boy in an Ealing kitchen. He ate kibbeh with his family. He corrected his father’s English. He dried the dishes. In Harthill Court, Leona Baptiste has learnt that survival depends on keeping a record. On her kitchen table lies a folder labelled HARTHILL REPAIRS. When the water rises, the truth does not disappear. It waits to be recorded. In the coastal town of Harwick, the Tidefields estate was sold as secure, protected by a flood defence promised to withstand the worst storm in a hundred years. Then the water comes. For barrister Lena Okafor, the flooded homes are more than a disaster. They are the beginning of a case. Tideborne Developments promised safety, residents kept records, and the walls still hold the marks of what happened. But tragedy is not enough in court.

When sixteen-year-old Callum Vale dies, his family is left inside a silence no parent should have to carry. In the long year between his death and the opening of the inquest, his mother, father and younger sister move through grief, school records, complaint responses, crisis-line contact, safeguarding language and the ordinary objects he has left behind: a school shirt, a weather notebook, a toothbrush, an empty bed.

Some cities bury their mistakes beneath paperwork. Caldmouth buried an entire street beneath the ground. When a winter surge tears through the Marsh Quarter, city cartographer Mara Vey is called to redraw the flood-risk map of a town built on reclaimed land. What the water exposes is not only a structural failure, but a buried history: Nettle Row, a lost street erased from the official record, and a decision made decades earlier that may have placed hundreds of homes on failing ground. Mara has spent three years surviving through precision.
