The campaign of 1859 in Northern Italy was one of the first of the epoch-making, rapidly conducted wars that marked the latter half of the nineteenth century. It was, moreover, as has been pointed out by the author of Imperial Strategy, the “first war in Europe which conveyed some preliminary indication of what railways can accomplish.”

That a new history of the United States is needed, extending from the discovery down to the present time hardly needs a statement. No such comprehensive work by a competent writer is now in existence. Individual writers have treated only limited chronological fields. Meantime there, is a rapid increase of published sources and of serviceable monographs based on material hitherto unused. On the one side, there is a necessity for an intelligent summarizing of the present knowledge of American history by trained specialists; on the other hand, there is a need for a complete work.

It must be a primary object with every soldier to know exactly how war is carried on: how strategy is influenced, in its conception by politics and in its execution by tactics; how both strategy and tactics are affected by terrain, by the seasons, by railways, telegraphy, and sea power: how armies have been raised and organized, trained and led in battle; how supplied with weapons and other means of defense, with food and clothing, ammunition and shelter; how the sick and wounded are cared for; how the waste of war is repaired.

Strategy is a term of wide significance. The prize-winning History of the American Frontier, 1763-1893 covers a very wide sweep of topics, with unusual strength in handling violent relations between the frontiersman and the Indians. Paxson emphasized the impact on people of the process of moving to the west, downplaying the static aspects of specific localities.
