In The Safety of the Kingdom, J. Michael Martinez takes up the question of how the United States government has responded to terrorist attacks and, in the absence of an attack, the fear of foreign and subversive elements that may harm the nation. In some cases the government “overreaction” led to a series of abuses that amplified the severity of the original threat.

Antebellum New Orleans sat at the heart of America's slave and cotton kingdoms. It was also where yellow fever epidemics killed as many as 150,000 people during the nineteenth century. With little understanding of mosquito-borne viruses, a person's only protection against the scourge was to "get acclimated" by surviving the disease. Repeated epidemics bolstered New Orleans's strict racial hierarchy by introducing another hierarchy, what Kathryn Olivarius terms "immunocapital." Whereas immunity conferred privilege on whites, it relegated enslaved people to the most grueling labor.

 When Jefferson acquired the Louisiana Territory, he envisioned an "empire for liberty" populated by self-sufficient white farmers. Cleared of Native Americans and the remnants of European empires by Andrew Jackson, the Mississippi Valley was transformed instead into a booming capitalist economy commanded by wealthy planters, powered by steam engines, and dependent on the coerced labor of slaves.  

On his fifteenth birthday, in the summer of 1880, future science-fiction writer M.P. Shiel sailed with his father and the local bishop from their home in the Caribbean out to the nearby island of Redonda—where, with pomp and circumstance, he was declared the island’s king. The Cotton Kingdom recounts his daily observations of the curse of slavery: the poverty it brought to both black and white people, the inadequacies of the plantation system, and the economic consequences and problems associated with America’s most “peculiar institution.” Disproving the opinion that “cotton is king”, Olmsted examined the huge differences between the economies of the northern and southern states, contrasting the more successful, wealthy, and progressive North with the South, which was stubbornly convinced of the necessity of slavery.
