After the unexpected victory of a populist candidate supported by working-class voters, New York City becomes the center of growing tension. Crowds take to the streets, wealthy citizens fear violence and property destruction, and political factions struggle over the future direction of the nation.

Rather than functioning as a traditional adventure novel, the book is largely a piece of political and social speculation. Lockwood explores class conflict, populism, economic inequality, political instability, and the fragility of democratic institutions during periods of intense division. The story reflects many of the anxieties surrounding American politics at the end of the nineteenth century.
