“A rising tide lifts all boats” is an aphorism popularized by President John F. Kennedy in 1963. It's used by economists and politicians to convey the idea that economic improvement will benefit everyone involved in the economy. The phrase suggests that investing in the economic success of Black women WILL improve the financial position of all economic participants... and that's PRECISELY what they're afraid of.
