概要
On 25 October 1971 at the General Assembly’s 1976th plenary meeting, A/L.632 failed, the attempt to split A/L.630 failed, and A/L.630 became Resolution 2758, expelling Chiang Kai-shek’s representatives and recognizing the PRC representatives as China. 🕰️📜 The episode departs at that last vote: instead of A/L.630, the Assembly adopts A/L.633, the already-filed dual-representation draft sponsored by the United States and others, including Japan and Australia, which was on the table but never put to a vote. The most plausible next step is a contested institutional process, with the General Assembly’s recommendation moving through the Security Council and specialized agencies under their own procedures. The ROC could remain formally represented, but the Council seat and Beijing’s acceptance would still be unresolved or disputed. What cannot be known is whether Beijing or Taipei would have accepted the formula, or how far the arrangement would have functioned beyond the next General Assembly cycle. Glitch of History examines representation, institutional limits, and the consequences of one vote that never happened.
