Serious analysis asks which mechanism explains which part of the historical pattern and across what time horizon.

The standard remains mission-first. Not every disparity proves exclusion. Not every unequal outcome proves discrimination. Not every categorical rule is automatically illegitimate. Where strength, endurance, medical readiness, cumulative injury, or deployability matter, measure the requirement itself. Where individual assessment cannot reliably protect the mission, a narrower or categorical restriction may be justified—but the rule should match the evidence.

Institutional Presence → Authority-Producing Access → Demonstrated Responsibility → Recognized Credibility → Promotion and Succession → Potential Cross-Sector Reinforcement

The long-horizon warning is simple: an institution may appear fully staffed today while narrowing the pool from which tomorrow’s leaders must emerge.

Day V turns to Institutional Completeness: Leadership Capacity as National Infrastructure—asking whether a nation can afford to discard qualified human capability from the pathways through which authority, succession, and resilience are built.

For now remember this: authority becomes durable when qualified citizens are permitted to bear consequence, accumulate experience, demonstrate judgment, earn credibility, and enter the ordinary pathways of command and succession.
