In August 1991, freelance journalist Danny Casolaro traveled to Martinsburg, West Virginia, pursuing a story he believed connected government software, intelligence operations, arms dealing, banking scandals, and political intrigue. Days later, he was found dead in a hotel bathtub. Authorities ruled his death a suicide.

Casolaro called his developing theory “The Octopus.” Its starting point was not imaginary: INSLAW, a Washington software company run by Bill and Nancy Hamilton, had spent years accusing the Department of Justice of improperly taking control of its case-management software, PROMIS. The dispute led to lawsuits, congressional scrutiny, Justice Department reviews, and sharply conflicting conclusions.

Casolaro believed PROMIS may have been adapted for intelligence collection and distributed through an overlapping world of contractors, operatives, financiers, and political figures. He connected the software dispute to Iran-Contra, BCCI, the alleged October Surprise, private intelligence networks, and controversial sources including Michael Riconosciuto and Ari Ben-Menashe.

The documented scandals were real. The unified network Casolaro believed tied them together has never been established. Federal investigators later concluded there was no credible evidence that Casolaro was murdered or that INSLAW’s proprietary software had been secretly distributed abroad as alleged.

The unresolved question is whether Casolaro discovered fragments of several real covert histories, or whether unreliable sources and recurring Cold War personalities convinced him that separate events were part of one hidden structure.
