概要
A carefully made duplicate lockbox sat on the front steps of Kettle Fork Hydroelectric Station at 6:40 a.m., and inside the original there was exactly $41 and some cents - neat, counted, as if someone meant to put it back. Someone had engineered a substitution timed to the audit gap and walked away with just under $23,000 over eighteen months; how did nine thousand dollars disappear without triggering any alarms?
In this episode, we tell the sequence of events that began when a contractor arrived ten minutes early on a Tuesday in July 2022 and moved a box to her truck hood, and how a fiscal investigator then traced a serial-number swap that exploited the quarterly audit schedule; can a routine visual inspection be enough to catch a deliberate substitution?
