A retired woman finds a sealed contractor bag in a river labeled courthouse evidence - can a routine retrofit explain who took it?

Retired Woman Finds $188,000 Floating in a River: The Retrofit Window

In this episode, we follow the discovery that exposed missing courthouse evidence and the administrative and human steps that preceded it. How did routine retrofitting access, contractor manifests, and small decisions create a path for thousands in cash to leave a vault?

Person: Lauren Ford
Date: November 14, 2019
Location: Sable River bank; Harlan County Courthouse vault two miles upstream
Event: Sealed waterproof contractor bag found containing $188,000 with an evidence tag
Person: Bruce Barnes

- Vault Room B was a controlled-access, climate-regulated evidence room holding $2.3 million catalogued as primary physical evidence for case CR-2017-114.
- Barnes, the eleven-year evidence custodian, had previously attempted a similar scheme in 2016 while employed at Whitmore County.
- Meridian Site Solutions won an eleven-week seismic retrofit contract giving workers authorized sub-basement access, with sealed contractor bags moving through the loading area.
- Eleven contractor-bag removals were logged as “hazardous debris containers” over 36 days, but no hazardous-waste permits, receipts, or destinations matched those manifests.
- Kevin Ash, a driver for Meridian and the contractor’s nephew, logged GPS detours past the Sable River boat launch on three extraction dates, adding unexplained route time.
