Victorian Britain tried to manage road machines before its roads, laws, and signals were ready for them. Parliament required road locomotives to creep along with attendants and, for a time, a red flag carried ahead. Outside Parliament, John Peake Knight’s railway-style street signal used semaphore arms and red-and-green gas illumination before an explosion injured the constable attending it. Then Walter Arnold drove through Paddock Wood at about eight miles per hour, was pursued by bicycle, and became widely recognized as Britain’s first motorist convicted of speeding.
