Missouri voters will decide two major constitutional changes in the August 4, 2026 primary election. Amendment 4 would change the citizen initiative process by requiring a proposed constitutional amendment to receive majority support in every Missouri congressional district—not simply a statewide majority. Amendment 5 would require the phaseout of Missouri’s individual income tax while allowing lawmakers to expand sales and use taxes on goods and services.

In this episode, we break down what Amendments 4 and 5 actually do, who could benefit, and how these proposals could affect voting rights, working families, public schools, healthcare, and other essential services. We also explain why we believe Missourians should vote NO on Amendment 4 and NO on Amendment 5 on August 4. Concerns surrounding Amendment 5 include a potential shift toward higher sales taxes and major reductions in the revenue used to fund state services.
