The mansion tax has moved from proposal to process.

The government has begun sending assessors to inspect homes worth more than £2m ahead of the autumn budget, preparing to place them in a new, higher council tax band. For prime central London — where much of the stock sits above the threshold — the real question is not whether, but how each home will be valued, and by whom.

That single shift framed this week's bulletin. Alongside it: super-prime tenants reportedly paying up to £40,000 a week rather than absorb stamp duty and tax uncertainty; the Duke of Westminster winning easier energy retrofits on listed homes; and Amancio Ortega's Pontegadea buying a London build-to-rent scheme for around £150m — a reminder that the world's largest private fortunes still read London's fundamentals as sound, whatever the near-term noise.

The pattern beneath the week: tax, not the market, is setting behaviour at the top. Owners with structure and timing in place will navigate reform far better than those who wait to be told what it means.
