A single jack of spades with a brass key labeled "CAGE ROOM" was left on a city sidewalk and it unspooled six years of hidden corruption in a town of just under forty thousand-so how did a laundromat hide an illicit gambling ring and a web of payoffs? The card, a hardware receipt, and one man's handwriting turned routine municipal work into the thread that exposed everything.
In this episode, we lay out the sequence of events that connected a playing card to an upstairs card room, weekly cash collections, and a county official who took envelopes of money; what exactly did the jack of spades unlock, and who paid to keep that room closed?

- A jack of spades with a brass key labeled "CAGE ROOM" was found by meter reader Christine Adams at 9:40 AM on June 11, 2009.
- The upstairs card room operated three nights a week (Tuesday, Thursday, Saturday) from about 9 PM to 2-3 AM with capacity for about 12 players and took 10% of each pot.
- The card room had been operating continuously since at least 2003 and included a converted 8x10 storage "cage room" with a steel-reinforced door and two combination locks.
- Eleven small businesses within four blocks carried cash loans recorded in the card-room ledger, with collections made weekly by Doug Fitch in a Ridgeline Supply white panel van.
- Deputy Director Kenneth Shaw received $800-$1,200 per month in cash from Ronald Mills from no later than 2003, delivered in envelopes in the Trentwick Athletic Club parking garage.
