- The padlock shackle rested in the hasp but had never been pressed home; one push opened the door.
- The annex had been locked and unused since late November - sealed for 112 days - with no scheduled access until April.
- A laminated ID badge with Jeffrey Morse's photo and Pier Road Harbor Authority logo was centered on the desk, lanyard neatly folded, and otherwise no signs of recent use.
- The harbor authority held two keys for the Medeco lock; both were accounted for and showed oxidation consistent with months of inactivity.
