My guest is Dalane England — a woman known across Utah for her deep love of America, her unwavering commitment to the Constitution, and her ability to engage in civic life with both courage and grace. Dalane is a wife, a mother, a grandmother, and a lifelong advocate for liberty who believes that freedom is preserved not through anger or outrage, but through truth, relationships, and moral responsibility.

In this episode, we talk about where her passion for America began, why gratitude is the foundation of happiness, how everyday citizens can be effective without becoming divisive, and why local leadership and personal responsibility matter now more than ever. Daniel E. Dugan has proudly served as the Salt Lake City Council District 6 representative since 2020, earning his constituent’s trust for a second term beginning in 2024. His peers have recognized his leadership, electing him as the Council Chair in 2022 and as Community Reinvestment Agency (C.R.A.) —Vice-Chair in 2021, 2023, and 2025. 

Dan’s public service journey began with a 20-year career in the United States Navy during which, he completed multiple overseas deployments and a three-year tour in Europe. This experience provided him valuable global insights and cultural experience. After retiring from the Navy, Dan, his wife, and two daughters, chose Salt Lake City as their new home and have been here for over two decades. 

Dan earned a bachelor’s degree in mechanical engineering from the University of California, Santa Barbara, and a master’s degree in public administration from Auburn University at Montgomery. In his post-military career, Dan has excelled as a leader in the manufacturing industry, driving improvements in quality and production efficiency. 

Dan’s connection to the community deepened as he began coaching lacrosse. Over the past decade, he has coached many of Salt Lake City’s young constituents through both youth and high school lacrosse programs. Dan currently serves as chair of the Intermountain Lacrosse (IMLAX) board, one of the largest leagues in the United States. Dan is proud of his role in getting lacrosse to be a sanctioned sport in Utah, making it the first new sport to be added in 20 years. 

Beyond lacrosse, Dan appreciates spending time in the community and has a passion for the outdoors, pursuing hobbies such as mountain biking, skiing, and hiking. Dan developed a dedication to renewable and clean energy through his experience as an engineer and his devotion to the outdoors. He is a longtime Utah Clean Energy volunteer and Utah Renewable Communities (URC) chair. In addition to IMLAX and URC, Dan also serves on the boards of the Utah League of Cities and Towns (ULCT), Wasatch Front Regional Council (WFRC), and the Salt Lake County Council of Governments (COG).

Dan is proud to serve District 6, which includes the Bonneville Hills, East Bench, Foothill Sunnyside, Wasatch Hollow, and Yalecrest neighborhoods. He strives to be responsive to his constituents’ concerns and help the entire city grow healthily and sustainably.

Mayor Mark Shepherd Clearfield City, UT Mark Shepherd was born in Salt Lake City but grew up in Albuquerque, NM. He has lived in Clearfield for the past 23 years. Mark’s ‘non-political’ life includes being the Principal Broker for the Shepherd Real Estate Group, a local, independent real estate brokerage which he founded in 2018. His business focuses primarily on military relocation, both to and from Utah. Mark served nearly 9 years on the Clearfield Planning Commission before being elected to the City Council in 2007. After 6 years on the Council, Mark was elected as Clearfield City’s Mayor in 2013 and is now in his second term in that position. Mark has served as an Honorary Commander for the 388th MXG for three years and is presently serving as the Honorary Commander for the 466th FS. He was appointed by Utah’s Governor to serve on the Military Installation Development Authority (MIDA) which has responsibility for development of Enhanced Use Lease (EUL) properties throughout Utah. He serves on the Utah Defense Alliance and on the Board of Directors for the local Air Force Association chapter. He served for two years as the Chairman of the Military Communities Council for the National League of Cities, and now serves as the Vice-Chair for the Finance, Administration and Inter-governmental Affairs (FAIR) committee. Mark has been married to his wife Tammie for the past 31 years. They are the parents of seven children and three grandchildren. In his “spare” time, Mark will likely be found at a Real Salt Lake soccer game, searching for his ball at one of the local golf courses or at the gun range practicing his aim. Whichever activity that day might bring, you will almost always find one of his children by his side.

Today on the podcast, I’m excited to welcome Tawnee McCay — a dedicated public servant, financial expert, and proud Riverton resident. Tawnee has served on the Riverton City Council since 2018 and is now running for Mayor. With an MBA in Financial Planning and experience with real estate, city budgeting, and family finance, she brings a strong fiscal mindset to local government.

Tawnee and her husband Dan have been married for over 25 years and are raising six children in the community they love. She’s known for her hands-on approach to leadership, active involvement in local schools and service organizations, and her commitment to keeping Riverton financially strong, safe, and connected.

We’ll talk about her vision for the city, what inspired her to run for office, and how she plans to keep Riverton a great place to live for generations to come.
