Captain John Witte, Director of the Emergency Control Center at Point Loma for Submarine Squadron 11, discusses how the U.S. Navy prepares for and manages major fires and potential radiological emergencies involving nuclear-powered submarines and aircraft carriers in and around San Diego. He explains the Navy’s decades-long nuclear safety record, the ECC’s detailed response playbook, and the critical partnerships with Coronado, city and county emergency services, state agencies, and federal partners, along with how initiatives like AUKUS, advanced training, and data-driven drills are reshaping this work for a high-risk, high-consequence environment.
