Moses opens his third and final address with a sobering historical review — the Exodus, the wilderness provision, the defeat of Sihon and Og — then solemnly observes that despite all these wonders, God has not yet given Israel "a heart to understand, eyes to see, and ears to hear." He assembles all Israel — leaders, elders, wives, children, and resident aliens — into a formal covenant renewal, warning with vivid imagery that apostasy will make the land like Sodom and Gomorrah, desolate and burning with sulfur, causing future generations and foreigners to ask why. The chapter reaches its memorable climax: "The secret things belong to the LORD our God, but the things revealed belong to us and to our sons forever, that we may observe all the words of this law" — Israel's duty is faithful obedience to what God has made known, not speculation about what He has withheld.
