In Brussels on 16 September, the European Commission unveiled a new defence push: a European Security Strategy, an Emergency Security Protocol, and EISE, the European Instrument for Strategic Enablers. The State of the Union also promised protection for “every square meter” of EU territory. 🇪🇺🛡️ The tension sharpened around Cyprus: the island was absent from the speech, even as its leaders expected clearer recognition of its security concerns. The omission exposed a gap between expansive defence language and the unresolved reality of a member state outside NATO. The debate turns on concrete machinery, not slogans: Article 42.7, Article 41.2, SAFE loans, and a protocol still without a settled legal base. The Commission says EU states have boosted defence spending by almost eighty percent since 2020, with eighteen national plans approved and twelve billion euros already disbursed. What remains unresolved is whether the proposed protocol will have a legal base under Article 122 or Article 352, and how it will relate to Article 42.7’s mutual-defence clause. THE CONTINENT examines whether Europe’s new defence architecture can protect Cyprus, what the protocol can actually do, and where Brussels stops and national power begins.
