    Every year, the Michigan Department of Natural Resources makes some changes to the rules for deer hunting in the state. But this year the DNR is making it mandatory that hunters report their harvest online or with an app. Not reporting your kill is TECHNICALLY now a criminal misdemeanor. So how did that happen?
