Federal asset recovery specialist Miles Harran notices something that should have been meaningless: a thirty-four-year-old debt obligation transferred out of a closed federal seizure file.
The debt is small. The transfer is properly documented. But the woman named on the instrument is a federal contracting officer preparing to testify in a procurement investigation.
Miles starts looking.
He finds more dormant obligations pulled from forgotten seizure files and receivership archives—old loans, personal guarantees, and co-signed debts transferred to private buyers who appear to have no interest in repayment. The people attached to them share something else: careers in procurement, contracting, appropriations, and government oversight.
Someone has discovered a different use for old debt.
Following a paper trail through federal records, shell companies, attorneys, and a decades-old administrative gap, Miles must determine whether a collection of perfectly legal transactions has become something much harder to document.
Because sometimes a debt does not have to be collected to have power.
It only has to exist.
