Shadows in Paradise: The Dark History of the CNMI Guest Worker Program explores one of the most overlooked chapters of modern American history.

For decades, the Commonwealth of the Northern Mariana Islands (CNMI), a U.S. territory in the Western Pacific, operated a labor system that brought tens of thousands of foreign workers from countries such as the Philippines, China, Bangladesh, and others to build its economy. Beneath the postcard image of a tropical paradise, many workers faced exploitation, family separation, economic hardship, and limited legal protections while helping transform the islands into a major garment manufacturing and tourism hub.

Drawing upon historical records, government documents, court cases, newspaper archives, and personal testimonies, author Kelvin Rodeo traces the origins of the CNMI Guest Worker Program from its creation in 1983 through the rise of the garment industry, allegations of labor abuses, the political battles surrounding federalization, and the lasting consequences that continue to shape the islands today.

More than a history of immigration policy, Shadows in Paradise is a story about people: the workers who left everything behind in search of opportunity, the families they built, the communities they helped create, and the generations whose lives were forever shaped by a system that often treated them as temporary despite decades of contribution.

The book examines complex questions of identity, belonging, citizenship, economic development, and political power while giving voice to individuals whose stories have too often been excluded from the broader American narrative.

Part investigative history, part social commentary, and part tribute to the workers who helped build the modern CNMI, Shadows in Paradise challenges listeners to reconsider what they know about labor, immigration, and the meaning of the American dream in one of the United States' most unique and misunderstood territories.
