In his effort to force President Robert "Buck" Porter to resign, CIA Director Melvin Shultz follows a "3 B's policy" of bribery, bullying and blackmail to apply pressure on Porter. Shultz, the cynical and intelligent owner of the Lust Cosmetics Company, has earlier manipulated the American Presidential primary system to put Porter into the White House.
Unexpectedly persuaded by Porter to become CIA Director, Shultz soon realizes he has made a horrible mistake and that Porter is so inept his administration will threaten America's future. Shultz must now decide whether to risk disgrace and probable imprisonment by using the same ruthless tactics he employed to elect Porter to force the President to leave office.
