A drowned Panasonic radio, fully submerged and missing its batteries, broadcast a clear voice across twenty feet of still water - then went silent the instant its antenna broke the surface. How did an ordinary portable, four inches under the Meander River, carry a synthetic voice loud enough for a boat to hear, and what human connection links that sound to a decade-old family tragedy?
In this episode, we follow the sequence of events from the morning Ronald Powell heard the voice to the technical misconnection that reactivated a dormant relay - and we trace the radio's link back to a keepsake found after a river accident. Could a maintenance error, a relay at a water tower, and a student transmitter explain a voice that came from beneath the river?
Person: Ronald Powell
Date: March 9, 2017 at 5:48 AM
Location: Meander River, Brenham Flats, Calvert County, Illinois
Person: Kelly Foster
Event: Transmitter reactivation by maintenance in October 2016
- The radio was a cream-colored Panasonic portable with a fully extended telescoping antenna resting four inches below the water surface.
- The radio had no battery compartment cover and contained no batteries, and it was not waterproof.
- Ronald Powell heard the voice clear enough to carry twenty feet across the water; the voice stopped immediately when he lifted the antenna above the surface.
- Kelly Foster kept a cream-colored Panasonic portable radio in a box in her closet, saved after her daughter Diane Foster's kayak capsized in August 2009.
- A maintenance technician, Doug Selby, reorganized cable bundles in WKBF's transmitter room in October 2016 and reconnected a cable to what he assumed was a dead power strip, which fed the emergency relay unit at the Hartley ranch water tower.
