What people fail to realize is that WADA And USADA are simply drug testing companies. They are not the governing body over the sport of running. Races pay them for thier services but they do not hold actual power in deciding what races allow and dont allow athletes to use. They can only reccomend a person being banned, a race can decide to then ban a person or not. People are putting to much stock in something that has no actual power or jurisdiction. In fact very few races even use WADA and USADA. 99.9% of races do not have any drug testing policies, rules or guidelines.
