"We look at the world right now and we see a world where the risks and uncertainties are greater now than at any time since Pearl Harbor. December 1941. The war went on for a few more years, but after Pearl Harbor everyone knew who would win," he said. "The risks and uncertainties are greater now than ever before since 1941, and I don't necessarily see how they get resolved."
