In pursuit of academic excellence and international competitiveness in higher education, Taiwan's government started to develop the Excellence Initiative as part of national agenda since the early 2000s. The first phase of the initiative, launched in 2005, sought to redefine institutional missions and visions of research universities. This then continued into the second phase while shaping up capacities and privileges of selected universities. After the new administration took office in 2016, the Excellence Initiative program moved into the third phase, but with a new focus, on egalitarianism. While being ambitious, it had to address a major concern about funding being cut for the privileged research universities. To mitigate the emerging tensions, a complementary program titled “Yu Shan Program” was initiated for the previously privileged universities. This presentation will examine these dynamics while focusing on policy dilemmas and institutional transformations affected by different phases of the Excellence Initiative over the past two decades. Angela Yung-chi Hou, is Professor of Higher Education at College of Education, National Chengchi University, Taiwan. In 2022, she was elected as President of Chinese Taipei Comparative Education Society. She served as Executive Director of Higher Education Evaluation & Accreditation Council of Taiwan (HEEACT) from 2016 to 2021. She has been actively committed to quality assurance practices and international research for more than 15 years, including serving as Vice President & Board member of International Network of Quality Assurance in Higher Education (INQAAHE), Vice President & Board member of Asia Pacific Quality Network (APQN). She specializes in higher education policy, quality management, internationalization, faculty development, and quality assurance of cross-border higher education.

This episode is dedicated to the memory of Profs. Svitlana Shchudlo and Serhiy Kurbatov, higher education researchers of Ukraine, who passed away during the war. The episode is a collaborative project of the Community of International Higher Education @EdUHK, the Ukrainian Community of Higher Education Research (UCHER), and the Consortium of Higher Education Researchers (CHER) in Europe.

Презентація кандидата філософських наук доцента Сумського обласного інституту післядипломної педагогічної освіти Михайла Васильовича Жука розкриває засадничі проблеми нового формату планування системи загальноосвітнього та університетського середовища. Чи готова Україна ввійти в європейський простір, де формат 4.0 не лише дає нагоду, але й змушує працювати у надскладному режимі взаємодії різних технологій, інституцій, теорій і навичок? Що саме потрібно трансформувати в українській освіті в епоху екзистенційної кризи? Дискусію організував професор Анатолій Олексієнко в рамках співпраці зі Спілкою дослідників вищої освіти України.

In this presentation Professor Macfarlane challenges the "extensive use of the words ‘tradition’ and ‘traditional’" in higher education research. He argues that researchers "tend to apply these terms in an imprecise or un-examined way". Drawing on an extensive database of all papers published in Studies in Higher Education between 1976 and 2021, Professor Macfarlane presents a case study which demonstrates how researchers have (mis)used the word ‘tradition’ and its derivatives over the last 40 years. Informed by the theory of tradition (eg Shils, 1981: Alexander, 2016), his study presents evidence to show that despite the intensification of empirical work since the 1970s and 80s, many researchers’ continue to use the word ‘tradition’ as a lazy rhetorical device about students, teaching methods, universities and academic work more broadly. This scholarly sloppiness creates and perpetuates myths and mantras about higher education.  

Bruce Macfarlane is Chair Professor of Educational Leadership and Dean of the Faculty of Education and Human Development at the Education University of Hong Kong. His scholarly interests centre on academic freedom, ethics, leadership and higher education as a field of study.

This episode presents scholarship from Dr. Hamza R'boul, Research Assistant Professor in the Department of International Education at the Education University of Hong Kong. Dr. R'boul speaks about interpretive challenges in the studies of internationalization in higher education of the Global South. His insights on interculturality and decoloniality provide critical input for research in this domain.
