Everyone who visits Heidelberg Castle asks the same question: why was it never rebuilt? The usual answer is the French — Louis XIV's armies burned it in 1689 and mined the powder tower in 1693. That's true, and it isn't why the castle is still a ruin today. Two hundred years later Germany had the money, the drawings and the Emperor's own backing to put it back, and spent five years arguing in public about whether it should. The side that won said no — and the principle they won with, "conserve, do not restore," is why ruins across the world are still ruins.
