The Philippines stands at a digital crossroads. With one of the world’s fastest rates of AI adoption, Filipino professionals are embracing intelligent tools in their daily work. Yet beneath this enthusiasm lies a sobering reality: the nation is structurally unprepared to scale, govern, and sustain its AI future.
Enter Cirrolytix — a homegrown analytics powerhouse. From warning against the dangers of ‘shadow AI’ to championing sovereign capacity, Cirrolytix has become a voice for responsible innovation. Their work, including the Grassroots Perspectives roadmap, reframes AI not as a mere technology upgrade but as a national development imperative. By pushing for education, ethics, engineering, and enforcement, Cirrolytix is helping the Philippines transform from fast adopters into sovereign builders — ensuring that AI serves not just productivity, but people, dignity, and progress.
Today, we are honored to welcome Claire San Juan-Tayco, the Chief Executive Officer of CirroLytix based from Manila, Philippines. Claire is a trailblazer in the field of AI and analytics, with over two decades of experience spanning banking, risk management, and social impact innovation.

Claire’s groundbreaking work includes Project Aedes.ai, the dengue prediction system that earned recognition as the Philippines’ first Digital Public Good and won acclaim at the NASA Space Apps Challenge.
She has also been instrumental in advancing data literacy nationwide as curriculum lead for Project SPARTA PH, training more than 40,000 professionals in data science skills. Beyond her technical expertise in NLP, geospatial analytics, and AI governance, Claire is a passionate advocate for women in STEM and ethical AI development.
She is a visionary leader who is not just shaping the future of analytics, but championing a movement for social impact through technology.
