The story follows Theo Faron, a cynical bureaucrat who is kidnapped by the "Fishes," a militant immigrant-rights group led by his ex-wife, Julian. She asks him to use his government connections to secure transit papers for a young refugee named Kee. Theo agrees, but after Julian is unexpectedly killed in an ambush, he discovers the real reason Kee needs to escape: she is miraculously pregnant, the first pregnant woman on Earth in 18 years.
