Why its not an official State but just a territory and a second class citizen where equality is important. It comes down to following the money trail. To be clear, Puerto Rico doesn't pay federal income tax, but they do pay the same federal medicare, social security, self-employment, unemployment, customs, and merchandise taxes the States.
