Moses begins his first major address by reviewing Israel’s journey from Sinai to the edge of the Promised Land. God commanded the people to leave Horeb and possess the land He had promised the patriarchs. Moses appointed judges and officers to help bear the burden of leadership. From Kadesh-barnea the spies were sent into the land; ten returned with a bad report that caused the people to rebel in unbelief, refusing to enter. God’s anger burned against that generation — they would not enter the land except for Caleb and Joshua. When the people presumptuously attempted an unauthorized invasion without God’s blessing, they were routed. The chapter contrasts God’s faithfulness and willingness with Israel’s unbelief and rebellion.
